1997-2017!Energy Cities and the City of Brussels have been working closely together for 20 years. From the start, Brussels has been an active member, sitting on the Board as Treasurer, hosting the Energy Cities’annual conference in 1999 and taking part in a number of European campaigns such as Display® and the European Mobility Week.
More recently, on 7th November 2016, the City of Brussels signed the Convention of Mayors with the objective of reducingits CO2emissions by 40% by 2030.
To meet its objectives, the Cityhas developed an ambitious Climate Plan, involving thepeople of Brussels from the outset. A citizens’ consultation as well as participative workshops on various subjects such as “low carbon” mobility, food, sustainable consumptionwere organised in the autumn of 2016, resulting in over 300 proposals for potential measures.
The City is now preparing its portfolio of actionswhich will becomeits Sustainable Energy and
Climate Action Plan.This SECAP will be structured around the Municipality’sSustainable Development Plan and theAgenda 21 which has been in place for some years.
To encourage citizens to participate, the City carried out a surveyof its CO2emissions; to everybody’s surprise, this revealed that, between 2008 and 2014, emissions dropped by 16%.
For the City of Brussels, roof insulation isa priority investment and since 2014 it has had its own specific budget.
The insulation target is around 30% of the total roof surface area, i.e. 65,000 m², over 4 years, for a total budget estimated at €8,000,000.
Annual energy savings upon completion of the work are estimated at€500,000 and reduced CO2 emissions at 2,000 tonnes per year. The objectivewill be met in 2017, the last year of the project, since slightly over 10,000m² still remain to be insulated, out of the year’s objective of 16,250m².
This project has required close collaboration between mainly the City’s Energy, Architecture and Education departments, as well as with all the other municipal departments.
