Five European networks of local and regional authorities (EUROCITIES, the Council of European Municipalities and Regions - CEMR, Climate Alliance, Energie-Cités and ICLEI Europe) call on National Governments to formally recognise the role and contribution of local and regional governments in climate mitigation and adaptation policies in the texts to be adopted at the COP15 in December.

PDF - 25.6 kb Press release, 24.04.2009 - Display : Highland games - Communication and energy efficiency
The Highland Council showed the rest of Europe that they too are ready to “play the game” On Thursday the 23rd of April in Brussels they received the Display® Towards Class A award. The 2009 awards were presented at the Gala dinner of the Energie-Cités and Climate Alliance conference titled “3x20 – Play the Game”. More than 300 delegates from local authorities all over Europe were present to see the winners receive their awards. First prize winners, Highland Council convinced the jury with their intensive internal communication, strong external promotional activities and effective marketing strategy that allowed for the involvement of a wide variety of citizens’ groups. The second and third prizes went to Pamplona (Spain) and Lviv (Ukraine) respectively.

PDF - 110 kb Presse release, 20.04.2009 - "3x20 – Play the Game"
More than 400 representatives from European local authorities are gathering in Brussels on 22-24 April for the Annual Rendezvous of the city networks Energie-Cités and Climate Alliance co-organised with Brussels Capital Region. They respond to the call and conference title “3x20 – Play the Game”, which refers to the crucial role played by local actors to fill the EU energy and climate objectives with real action. During the two unconventional conference days, political leaders, local practitioners, company directors and NGO representatives will debate the actions foreseen and the means available to tackle climate change and invent a new energy paradigm.

PDF - 139.1 kb Press release, 18.03.2008 - City networks & renewable energy industry request the re-inclusion of Smart Energy Cities in the EU Recovery Plan
Reintegrating an envelope of at least € 500 million for energy projects in cities will allow for short-term economic stimulus and widespread job creation in all 27 EU Member States. Brussels, 18th March 2009: City networks and the renewable energy industry request the re-inclusion of Smart Energy Cities in the European Economic Plan for Recovery (EEPR). In order to achieve short-term economic stimulus and widespread job creation, they ask for some adjustments of the Commission proposal to set the foundation for sustainable long-term recovery. On 28 January 2009, as part of this overall plan, the Commission proposed a € 5 billion investment package designed to stimulate the EU’s economy in the current recession. A substantial element of this proposal is dedicated to energy related projects.

PDF - 19.5 kb Press release, 16.02.2009 - 500 M € support for « Covenant Cities »?
In the Economic Recovery Plan being discussed, a financial support of €500M was foreseen for the cities. Regrettably, though, this money was now removed from the list of planned measures for the benefit of actions aimed at the energy supply! This is a very bad political signal for Mayors. Energie-Cités pleads that this sum shall be set usefully on the list again.

Just a few weeks after the E.U. adopted the ‘Energy and Climate Package’ confirming the ‘3x20’ targets for 2020, 350 Mayors voluntarily set out to achieve and even exceed these objectives in their local territories. Energie-Cités welcomes this initiative that will motivate Cities and Towns in taking up the challenge with their citizens and stakeholders, together with the E.U. institutions, as the network had been awaiting this project for many years.

The Covenant of Mayors will, we hope, reverse the trend! An agreement has always a symbolic virtue. This is true of the agreement reached by the European Union Council on 12th December 2008, which in itself conveys a very positive message: the Europeans have managed to come to an agreement! On the way to Copenhagen, symbols will be important and we would be quite wrong to ignore them!

On May 22, 2008 the Mayors of Delft (Netherlands), Grenoble (France), Växjö (Sweden) with the consent of the Mayors of Kaunas (Lithuania), Miskolc (Hungary) and Vastseliina (Estonia) signed the Grenoble Declaration and thus committed to achieve and even go beyond the European Union target.

On 29th January during the European Sustainable Energy Week, Andris Piebalgs, Energy Commissioner has announced the Covenant of Mayors. Almost 100 European cities, representing networks of CEMR, Climate Alliance Eurocities and Energie-Cités, have expressed their interest in joining forces and commit themselves to achieve and even surpass the EU’s 20% CO2 reduction goal set by 2020.
