Local governments want to get involved and participate in the economic development of their area together with new, game-changing stakeholders, cooperatives and smaller businesses. Rural communities with sufficient resources (forest, wind, agricultural waste, etc.) and space will be able to produce energy, as they already produce food, and “export” their surpluses (electricity, biogas, wood, etc.) to energy intensive urban areas with insufficient resources to meet all their needs.

An EU Roadmap 2050 (and other results) from the "Post-carbon cities of tomorrow" project

As one of the major results of the POCACITO 7FP project (2014-2016), an EU Roadmap 2050 was published in December 2016 and calls for cities to be better involved in policy making, notably the EU Energy Union strategy and legislative package. It is the result of a two-year consultation process with EU stakeholders in Brussels and from targeted cities.

The Energy Union badly needs a “revolution from below”

In Italy, experts are talking about the emergence of a “revolution from below”, steered by local authorities which have helped the country increase its share of renewable energy from 15% to 35.5% in just a few years’ time, with huge socio-economic benefits. At European level, this revolution and the role cities play in it is mostly confined to side programmes and dedicated initiatives such as the Covenant of Mayors or the Urban Agenda. While it is important that cities are supported through targeted mechanisms to advance the energy transition, it is also crucial that their own priorities and contributions find an echo in existing, high stake EU policies such as the strategic plan of building an Energy Union.

UK cities react against the government attack on their freedom to divest

Several UK cities, including Energy Cities’ member Milton Keynes, have spoken up against controversial plans from the national government to put restrictions on their freedom to divest from fossil fuels. Once again local leadership is being hampered by obstacles from the national level. A situation which reminds us of the not-so-distant case of the city of Vaxjo’s ambitious sustainable energy legislation being challenged by the Swedish competition authority.

Victory for local energy! Swedish municipality of Växjö wins case against competition authority

Three years ago, the municipality of Växjö was sued by the national competition authority for requiring city owners to connect to its local district heating system. This Monday 16 November, the Stockholm District Court ruled in favor of Växjö, marking a victory for local sustainable energy projects, often unable to compete with free market imperatives.
